As Vice President for Workforce Development and Executive Director of Esperanza ENPWDC, Mrs. Carlo oversees all aspects of the operation of this Program, from its budget to its daily operation. Under her tenure, ENPWDC has been the best performing Program in Philadelphia for the last three years. She has had extensive experience in the workforce development field, having worked in several capacities across a wide spectrum of Federal and State programs. She began her Academic career at University of Puerto Rico where she earned bachelor’s degrees in Political Science and Psychology. She holds a Master’s degree in Education from LaSalle University.
